There had been a discussion in XFree86 development to integrate Xpm into the
XFree86 sources, because many people had problems locating Xpm (mainly shared
libs). This has been dropped for one important reason: The maintenance of Xpm
is lousy (politely spoken): There are numerous entirely incompatible versions
of Xpm out there which don't differ in the major version number, and partly
not even in the minor number. What you got is one of the older versions.
The XForms source has a subdirectory with version xpm-3.4g, so maybe you
find this version on an FTP server and recompile it for yourself.
