Uhm, only if you're *truly* lazy, or have a window manager which is damaged
beyond all hope.

Of course, this is pre-processed with m4, with lots of other definitions set,
but you get the idea. If you *really* wanted a dialog, there are a number of
utilities out there which can ask for a parameter and then launch fdesign for
you with the appropriate file name. While this is slightly less easy than what
I do, it's still pretty trivial. In the end, of course, you can always pass a
dummy filename and use the file menu to select the *real* .fd.
