Nope. Only if you set it explicitly. The Xlib manual is clear on
this (once you find it).

Although I'd be personally hard pressed to come up with an instance
where the default no-background state would be useful, I guess there
are some cases where this behavior might be desirable. I suppose it
eliminates extra work for the server if the window is going to be
filled with something else anyhow.
