I'm not sure I understand the questiong entirely but I'll take a stab.

Are you perchance using a Scrollbar with FL_NO_BOX as the box type?
If so, this will produce results similar to what you're describing.
Change to FL_FLAT_BOX as instructed in the manual in the "Attributes"
discussion.
