XForms: Resource File Search Path

I am calling fl_get_app_resources(), and the search path for
resource files seems to be (as shown by truss)

/usr/lib/X11/app-defaults/$AppClassName
/$HOME/.Xdefaults-$HOSTNAME

I need to modify this search path to include an application
specific system-wide directory.

I downloaded the xforms-0.88 binaries and do not have the
source code. The xforms doc says

By default, resource files are read and merged in the order
as suggested by X11 R5 as follows:

/usr/lib/X11/app-defaults/<AppClassName>
$XAPPRLESDIR/<AppClassName>
RESOURCE_MANAGER property as set using xrdb if RESOURCE_MANAGER is empty, ~/.Xdefaults
$XENVIRONMENT if $XENVIORONMENT is empty, ~/.Xdefaults-hostname
command line options

However, setting XAPPRLESDIR (or XFILESEARCHPATH) seems to
have no effect.

Any suggestions?
