It's only used by `image_xpm.c', as far as I can tell, and not by
anything in libforms proper. Since the code in `image_xpm.c' has no
way of knowing whether a Display is active (without a lot of klugery
that would be worse than the "disease"), this code path will always
be taken.
I think it's a configuration issue that can be easily handled in the
`Imakefile'.
