Do you have other applications (or a fancy background screen) running
which take up a lot of colors in the Colormap? If you are running on
a PseudoColor system you may simply need to close some of the fancier
(more colorful) applications or figure out how to approximate and
share colors (which admittedly can be sort of hairy).

What does your application do that it requires that many colors?

If you are trying to display color images, you may simply need to
quantize. If this is the case, you may want to check my quantization
library <ftp://ncmir.ucsd.edu/pub/quantize> -- see the README file for
details.
