I have the popups appear only if the mouse moves the cursor into the input
field. Changing focus doesn't bring on the popup, so the operator can still
enter data manually with the keyboard after he changes the focus to the desired
field. Moving the cursor into the desired field with the mouse does not change
the focus.

You are right. I checked this again. The mislocated popups are appearing AFTER I
drag the form to the new location. Sorry. The only angle I have left is the one
I discussed with Lamont--reposition the popup to the current mouse position
AFTER I move the form.
