The licensing and distribution format of XForms is currently in a
state of transition -- from the current "free to non-profit/
quasi-commercial otherwise" to something more in tune with the modern
Open Source [tm] movement. This will probably happen when I begin
taking a more active hand in the actual development and distribution
of XForms, rather than being mostly just "Mr Question Man" on the
mailing list.

My own personal inclination would be to go to a GNU Library license,
since my own work has benefitted in immeasurable ways from the GNU
project and its licensing. Of course, very little of my work has been
in the commercial arena -- except for very early on in my career, I
have worked in academe, where the idea is to share and disseminate
knowledge, not to profit by it (idealistic fool that I am).

TC has indicated that the licensing may take some other related form.
