As far as I know, autoconf and automake have not been ported to
OpenVMS yet. There is a project named GNV that is working on unix
interoperability, though:

We should maybe take another look at the vms support in xforms 1.0 and
see whether we can get rid of the need for autoconf in this case.

Gayle, if you are willing to spend some time on that, we could have a
go at it.
