[XForms] The NT directory

AFAIK it contains visual c++ project files, which are the replacement
for our makefiles. 

I really do not know whether they are still usable, and actually, I
believe that they are not.

If you look at ftp://ncmir.ucsd.edu/pub/xforms/Attic/NT/, you will
find that the version in W32/, which is according to Readme.txt the
one that needs this NT/ directory, has not been upgraded after version
0.88.1. Thus one may consider that it is dead and that the cygwin
version is good enough. Actually, I guess that making a mingw version
would be more useful than this vc++ version.
