[XForms] strange side effect of fl_initialize()

I really think that we should remove this setlocale from
fl_initialize. The question is: are there applications out there which
depend on this behaviour?

I would like to do it before 1.1, actually (this was a new and
undocumented behaviour since xforms 0.89.5).
