I looked at the xforms code, and can't see this happening.
Some tests confirmed it. Maybe I've fixed this in v0.88.1.
Can you reproduce this with v0.88's fdesign ?
(click on New Form. This will show the input goodie that does
a deactivate_all_forms(). Try to see if you can activate
the menus in the main control panel).
