The action of FL_PLACE_FULLSCREEN depends upon your window manager --
some window managers will allow you to precisely specify where a
window goes and others will insist upon getting their greasy fingers
involved. You may need to do some finagling to make things work
correctly.

several proposed solutions -- check the list archives.
