[XForms] Fixing the popups?

Jean-Marc,

this patch removes the 'ugly hack' in forms.c and tries to do the 
'right thing' in xpopup.c. My testing suggests that the popups in LyX 
are behaving 'better', but you're the one who's more familiar with 
those problems.

Could you try it out? I'd value some feedback about any changes to the 
user experience, good or bad.

A side effect is that the scrollbar will now work correctly in LyX 
when linked against XForms cvs.
